Downtown Campus Parking Regulations

These regulations are established and published for the safe control of traffic and parking on the college property.  These regulations apply to Students, Faculty, Staff and Visitors to the campus.

All vehicles operated and parked on College property by Faculty, Staff and Students must be registered and displaying a valid parking permit issued by the College. The registration of a vehicle does not guarantee a parking space, but affords the registrant an opportunity to park in authorized parking areas when space is available. Parking is limited to individuals who are actively conducting business on the College property.

STUDENT ID CARD ACCESS:
Access to the parking garage is obtained thru the use of your JSR ID Card. The card is encrypted with your information when it is issued and is downloaded into the PARCS system at the end of each business day.

To enter the garage you must pull into one of the entrance bays and swipe your card thru the magnetic card reader. Once the information is read the gate will automatically open and record your entrance in the deck. Once you have successfully entered the deck you may park in an authorized space. When you are ready to leave the parking deck you will need to swipe your card again to record your exit from the facility.
Failure to swipe yourself out of the deck will result in you being unable to enter at a later date. The system must show an entrance and exit each time you use the card. If you experience any problems with your ID card allowing access into/from the DTC parking garage, please contact the Parking Manager located on the first level of the parking garage adjacent to the cashier booth or by telephone at (804) 523 5471.

VALIDATION PROCESS:
Individuals wanting to park in the parking deck who do not have a valid Student ID will be required to utilize the “Validation Process”. The individual will pull into an entrance lane and take a ticket from the Ticket dispenser and will be required to have the ticket validated by the Department of Police anSecurity Services. The validation will consist of a sticker with a number on it that is issued to that department. This sticker is to be placed on the ticket where it is marked validation area. Tickets presented to the Cashier that are not validated will be advised that they may return to the Department of Police & Security Services or pay the parking fees.

Students are not allowed to utilize the validation system except in the event they are a distance learning student, On-Line student or a Parham road campus student. If you have misplaced your student ID or are unable to locate it then you will need to park in Lots A or B located on 7th Street on the other side of I -95.

In addition to the Parking Policies, there are regulations that could subject a violator to higher fines, booting, towing and/or revocation of parking privileges. All outstanding parking penalties and fines must be paid prior to the release of the vehicle.

  1. Altering, forging, copying, or falsely acquiring a permit or parking pass.
  2. Fraudulent use of access cards.
  3. Use of parking facility while performing business or activities off site of JSRCC property.
  4. Failure to turn off or lower loud music while in the parking deck. Music that can be heard outside of your vehicle is considered loud. When inside the parking deck music is accentuated due to the enclosed nature of the parking deck and carries over into the main building.
  5. Littering the garage and deck area. There is a minimum of 3 trash receptacles on each level of the deck.
  6. Failure to follow directives of parking attendant or manager or abusive and disrespectful conduct towards same.

IN THE EVENT OF AN EMERGENCY THE PARKING DECK HAS EMERGENCY POLICE CALL STATIONS LOCATED ON EACH LEVEL AT BOTH ENDS OF THE DECK.

THERE ARE HANDICAPPED ASSISTANCE CALL STATIONS LOCATED AT EACH STAIRWELL WHICH RING TO THE CASHIERS BOOTH ON THE MAIN LEVEL. YOU WILL BE ABLE TO COMMUNICATE WITH THE CASHIER AND ADVISE THEM OF YOUR NEED FOR ASSITANCE.
