Sex Crime & Sexual Misconduct

J. Sargeant Reynolds Community College recognizes the seriousness of inappropriate sexual behavior. Incidents of sexual misconduct, including rape, sexual battery, and other forcible and non-forcible offenses are violations of the JSRCC code of student conduct, the state code of employee conduct, as well as state law. Educational programs for prevention of sexual assault are conducted on a regular basis. Additionally, the topic is covered in new student orientation.

Victims of sexual offenses are strongly encouraged to examine all options available to them. These include reporting and filing disciplinary charges through the college as well as the reporting of criminal and/or civil charges through the local judicial system. College personnel will assist a student in notifying authorities if requested. Offenses can be reported to the Department of Police & Security Services, the Director of Student Services, or the Henrico Police Department (Parham Road Campus), Richmond Police Department (Downtown Campus), or the Goochland County Sheriff's Department (Western Campus). Victims wishing to confidentially report an offense for inclusion in the annual security report should contact the Director of Student Services. It is important that a victim preserve physical evidence for proof of a criminal offense. After an alleged offense has occurred, the victim should not change clothes, clean up or bathe, and should seek medical attention as soon as possible.

In the Richmond metro area, the Y. M. C. A. provides off-campus support and counseling to victims. The numbers of their 24 hour hotlines are: (804) 643.0888 and (804) 796.3066. Upon request, the college will change a victim's academic schedule after an alleged offense, the accuser and the accused are entitled to have other members of the campus community present during a disciplinary hearing. The accuser and accused will be informed of the outcome of any institutional disciplinary proceeding that results from an alleged sex offense. Institutional sanctions for a student found responsible for committing a sexual offense can range from suspension or expulsion from the college.

Campus Sex Crime Prevention Act

The Federal Campus Sex Crimes Prevention Act, enacted on October 28, 2000, went into effect October 28, 2002. The law requires institutions of higher education to issue a statement advising the campus community where law enforcement agency information provided by a state concerning registered sex offenders may be obtained. It also requires sex offenders already required to register in a state to provide notice of each institution of higher education in that state at which the person is employed, carries on a vocation, or is a student. In the Commonwealth of Virginia, convicted sex offenders must register with the "Sex Offender and Sex Crimes Against Minors" registry maintained by the Virginia Department of State Police.
